Group Home Renamed for Longtime Advocate of People with Developmental Disabilities

DeKalb County resident Colonel William David Procter spent 40 years of his life advocating for the developmentally disabled until he passed away last year. In appreciation of his support, a dedication service was held on April 24, 2005, to rename the Alford Road Group Home, a Lithonia residence operated by the DeKalb Community Service Board (CSB). The home's new name is the Colonel Dave Procter Group Home at Alford Road. Approximately 40 people attended the dedication, including Colonel Procter's wife Annie Laurie, their son Daniel and his wife Kathy, and the Colonel's brother Rev. Don Procter and his wife Mable. Others in attendance included DeKalb MR Auxiliary members, Aldersgate Homes board members, DeKalb CSB staff, Aldersgate DeKalb MR Homes Corporation board members and numerous Dunwoody United Methodist Church members. An invocation was given by the church's Senior Pastor Dr. Wiley Stephens.

Colonel Procter was instrumental in establishing two group homes for the DeKalb CSB through Housing and Urban Development (HUD) funding. Additionally, he helped start four group homes owned by the DeKalb MR Auxiliary. His son David passed away a couple of years ago but had lived for many years in one of the DeKalb CSB's group homes and attended the DeKalb Services Center, a day service for approximately 170 adults with mental retardation and other developmental disabilities that provides skills training, work programs, recreational activities, vocational training, physical and speech therapy, behavioral support, and nursing services.

The DeKalb CSB's Developmental Disabilities Residential Services Coordinator Fannie Bell said, "Colonel Procter has made a lasting impact on this county. He cared about helping all people with disabilities - not only his son David. Naming this home for him is a small way that we can honor this great man."

The DeKalb CSB, a public corporation and instrumentality of the State of Georgia created to provide mental health, developmental disabilities, and addictive diseases services. The Colonel Dave Procter Group Home at Alford Road is one of 13 residences operated by the DeKalb CSB's Developmental Disabilities Residential Services, a program that serves 78 developmentally disabled adults.
